Kyiv Approves SEAP

Kyiv has joined the partner cities of the USAID Municipal Energy Reform Project in Ukraine which approved their Sustainable Energy Action Plans (SEAPs). On 17 May, the deputies of the Kyiv City Council supported the approval of Sustainable Energy Action Plan (SEAP) through 2020. The document was developed with support of the USAID Municipal Energy Reform Project in Ukraine (USAID Project). SEAP is a document developed by the signatories of the Covenant of Mayors (the leading initiative of the European Union, which involves local and regional authorities) for fulfilling voluntary obligations to reduce CO2 emissions by 2020 by at least 20%, thus contributing to the development of environmentally oriented economy and quality of life improvement. USAID Project Conference
| On March 15, 2018, the USAID Municipal Energy Reform Project in Ukraine (USAID Project) hosted the Conference “On the Path to Energy Efficiency: Challenges, Reforms, Accomplishments” that summarized the Project's, as well as its partners and beneficiaries', impressive results of joint work, achieved in the four years of the Project activities in Ukraine. Among Conference guests and speakers were Ukrainian Government officials, Members of the Ukrainian Parliament, USAID representatives, members of international financial organizations, international donors, representatives of national state agencies, NGOs, professional associations and academia, top management officials of MERP partner-cities, community leaders, etc. The Conference included two sections that highlighted the USAID Project achievements on the national and municipal levels, respectively. Myrnohrad and Pokrovsk Aproved SECAPs
| This December, members of the Myrnohrad and Pokrovsk City Councils voted to approve Sustainable Energy and Climate Action Plans until the Year 2030 (SECAP) for their cities, developed with support from the USAID Municipal Energy Reform Project in Ukraine (USAID Project). These strategic plans comprise more than 160 investment projects and outreach activities for the total of UAH 2,463,4 billion. Their implementation will contribute to development of environmentally-orientated economies of these cities and improving the quality of life for local residents. The Myrnohrad SECAP, for instance, includes 79 investment projects and outreach activities for the total of UAH 878.8 million. Read more>> |
Perspective Planning in Heat Supply
| The experts of USAID Municipal Energy Reform Project in Ukraine (USAID Project) conducted a seminar "Perspective Planning in Heat Supply of Cities and Inhabited Localities of Ukraine" on December 6, 2017. Participants of the seminar were the energy managers, representatives of the municipalities and heating utilities of the USAID Project partner cities. The main objective of the seminar was to familiarize participants with modern approaches to the process of energy planning and heat supply of the cities. Together with the experts, the participants discussed important issues of energy management, experience and prospects of the regional programs for modernization of the communal energy sector, as well as the problems of development of the optimized heat supply plans. In addition, the experts told about the experience of modernization of the existing boiler houses and the prospects of installation (use) of biofuel-fired mini-CHPs in the municipal heat supply systems. SECAP Approved in Rubizhne
| The deputies of the Rubizhne City Council (Luhansk oblast) approved on November 29 the Sustainable Energy and Climate Action Plan through 2030 (SECAP) developed with support of the USAID Municipal Energy Reform Project in Ukraine (USAID Project). It is expected that due to implementation of 72 initiatives planned in the SECAP the city will be able to reduce СО₂ emission by 32.6% of the baseline level, reduce natural gas consumption by 94 th. m3 and save 85,970 MWh of electricity. The USAID Project experts also estimate total accumulated economic effect from implementation of the energy efficiency measures at UAH 2.6 billion. |
9th International Business Forum on Energy Efficiency
| 9th International Business Forum "Renewable Energy and Energy Efficient Industrial Modernization" organized by the State Agency for Energy Efficiency and Energy Saving of Ukraine was held in Kyiv on November 23, with the support of the USAID Municipal Energy Reform Project in Ukraine (USAID Project). The event was attended by more than 600 participants, including top managers of the Ukrainian and international companies, representatives of the international organizations and financial corporations, national and local authorities, domestic and foreign investors. The Forum became for them a platform for discussing Ukraine's success in renewable energy, investment attractiveness of the “green” projects, and impact of this sector on the future of the Ukrainians. Diana Korsakaite, Chief of Party of the USAID Project, participated in one of the discussion panels and presented to the audience international experience in expansion of the markets for generation and consumption of the alternative fuels. |
Chernihiv Transport Infrastructure Development
| With the necessary expert support provided by the USAID Municipal Energy Reform Project in Ukraine (USAID Project) to Chernihiv, the city will be able to attract from the European Investment Bank about EUR 6 million for procurement of 40 new energy-efficient trolleybuses for implementation of the project "Improving Electric Public Transport Efficiency in Chernihiv." In order to obtain these funds, the city sought assistance from USAID Project experts who, in accordance with the Bank's requirements, prepared a detailed analysis of the city's transport sector (economic, financial, energy and environmental analysis), as well as developed a feasibility study for the project. Implementation of this project will allow Chernihiv to reduce the share of worn out rolling stock from 82% to 68%, as well as to reduce greenhouse gas emissions. Find out more here. |
National Congress on HCS of Ukraine
| The USAID Municipal Energy Reform Project in Ukraine (USAID Project) has supported holding of ХІІІ International Congress "Institutional and Technical Aspects in Reform of Housing and Communal Services (HCS) Sector’ 2017" in Kyiv. About 200 persons participated in the event. Among them: officials of the Government of Ukraine, speakers of the Ministries and agencies, experts of the international organizations, financial institutions and donors, representatives of the municipalities, communal utilities, manufacturers of the energy efficient equipment, professional associations and NGOs. Joint Project with Internet Media “Obozrevatel”
| The teams of the USAID Municipal Energy Reform Project in Ukraine and Internet media “Obozrevatel” launched a joint information project – series of publications on the most pressing issues of energy saving, energy efficiency and building management. From now on, we will be telling the Ukrainians in our weekly materials about the ways to reduce energy consumption and to reduce communal bills, about functioning and effective management of the homeowners associations, and about useful tips on thermal modernization and introduction of energy saving technologies in the residential buildings. Sustainable Energy Day in Khmelnytskyi
| The team of the USAID Municipal Energy Reform Project in Ukraine (USAID Project) provided support in holding of a Sustainable Energy Day in Khmelnytskyi on 20 October. Traditionally, we put up the information kiosks in the main pedestrian street of the city, and the city residents were able to learn more about energy efficiency and clean energy here. Small kids were making paper windmills together with the volunteers, and older kids took part in work of the clean energy scientific laboratories. And while kids were engaged in hand making, their parents were receiving free consultations from the USAID Project experts, as well as obtained information brochures on the issues of energy saving, heat insulation of residences, establishment of the condominiums, alternative energy sources, etc. In the near future, Sustainable Energy Days will also take place in Sloviansk and Kryvyi Rih. |
USAID Project Partner Cities Have Won Competition
| The Ministry of Regional Development, Construction and Housing and Communal Services of Ukraine (Minregion) has approved a final version of the Preliminary List of Projects of Ukraine’s Municipal Infrastructure Development Program on September 28. The winners are 22 projects for the total amount of USD 559.02 million. Five of them were prepared with support of the USAID Municipal Energy Reform Project (USAID Project). Our partner cities Zaporizhzhia, Sumy, Ternopil, Khmelnytskyi and Chernihiv won the right to implement the projects on thermal modernization of 242 public buildings, with total amount of financing over USD 78 million. Implementation of these projects in full will allow the municipalities to save annually almost 10 mln. m³ of natural gas and to reduce emission amount by over 31,000 t CO₂ a year. |
Third Conference “Low Emission Development of Ukraine”
| Third Conference “Low Emission Development of Ukraine” was held on 26 September 2017. It was co-organized by the USAID Municipal Energy Reform Project in Ukraine and the Ministry of Ecology and Natural Resources of Ukraine. Ostap Semerak, Minister of Ecology and Natural Resources, Ostap Yednak, People’s Deputy of Ukraine and Secretary of the Verkhovna Rada Committee on Environmental Policy, Nature Management and Liquidation of Chernobyl Disaster Aftermath, and Farhad Ghaussy, Director of USAID Office of Economic Growth, addressed over 110 conference participants with the welcoming remarks. Trainings for journalists in Odesa and Zaporizhzhia

Two more trainings for the journalists “Key Information on Energy Efficiency in Media” were conducted by the team of the USAID Municipal Energy Reform Project in Ukraine (USAID Project). This time, the training in Odesa on September 7-8 was attended by over twenty media representatives from Kherson, Odesa, and Vinnytsia oblasts, and the next week – by thirty more journalists from Zaporizhzhia city and oblast. These two-day trainings had very busy agenda – interactive presentations by the experts, press tours, master class and game “We Are Energy Efficient” developed by the team of the USAID Project experts. Before the beginning of the training, every journalist received a card with description of his/her character and became, together with the colleagues, a co-owner of one of three buildings with the problems typical for Ukraine. New Tariff Procedures Approved

The National Energy and Utilities Regulatory Commission (NEURC) approved at its open meeting on September 14 the package of resolutions on formation of incentive based tariffs in the district water supply and sewage sectors. All the documents were developed with active participation of the USAID Municipal Energy Reform Project in Ukraine (USAID Project). “Adoption of these procedures will allow the service providers not only to receive in a transparent and timely manner investments for modernization or development of their infrastructure (replacement of outdated equipment, use of the modern energy efficient technologies, etc.). This will also allow the Ukrainians to receive better quality communal services,” – said Diana Korsakaite, Chief of Party of the USAID Project, in her speech at the meeting. This summer, the NEURC has already approved the regulatory framework for incentive tariffs in the heating sector that was developed together with the USAID Project experts. Read more>> |
